Today the structure of policy discourse is almost the opposite. Planning (mostly economic but also urbani has lost its hegemonic centrality, and the central state claims only a secondary role in the economy. The foremost legitimacy in the dynamic of the restructuring process is that of the enterprise, nationalized, but most of all private. This is the case in France, but even more in Britain, where the tradition of urban planning was longer and better established, and where the reversal has been even more dramatic (Ambrose 1986).

MOle direct forms of intervention started in the early 1970s, initiated by left-wing local governments in support of workers' struggles against the dismantling of industrial plants that were major employers in the area: LIP, Rateau, Terrin, Manufrance after I 977-all were first of all strong political mobilizations of unions and parties, locally but sometimes also nationally. It was clearly a political struggle against the industrial policy of the right-wing government of the time, and those first attempts at economic intervention were done against previous advice of the Conseil d'Etat and often led to repressive measures by the prefects.
